Sanbell – Rocky Mountain (formerly Sanderson Stewart) supported HDR on the I-90 Yellowstone River Project in Billings, Montana. This Montana Department of Transportation (MDT) project upgrades a critical stretch of Interstate 90 to improve safety, traffic flow, and long-term infrastructure resilience.
The project will finish in 2024. It widens the interstate inward to add an auxiliary lane and reconstructs key ramps. Crews also upgrade stormwater systems and replace aging railroad and river structures. These improvements strengthen the entire I-90 corridor through Billings.
Sanbell delivered essential highway engineering services, including roadway hydraulics, road design, traffic engineering, and PS&E development. The team also provided right-of-way support and completed land and cadastral Certificate of Survey (COS) services. These tasks helped keep the I-90 transportation improvement project on schedule.
Budget limits created major design challenges. To manage costs, the team evaluated grade raises, limited reconstruction, and reused existing cement-treated aggregate (CAC) and special borrow materials. They also used tapered milling to reduce excavation and correct substandard super-elevated curves. The inward widening approach minimized right-of-way needs and reduced utility conflicts, including nearby oil pipelines.
Through close coordination and strategic decision-making, Sanbell helped MDT advance this significant Billings highway infrastructure project. The team delivered practical, cost-efficient solutions while maintaining high design and safety standards.
